Where it starts: 20 Contemplation
Looking and being looked at: a moment for seeing the whole clearly before anything is done. Earth below, wind above: wind moving across the land, reaching everywhere. The Chinese character means both to observe and to be observed, and the hexagram holds both: a tower from which the whole country can be seen, and a tower that the whole country can see. Contemplation describes a pause for perspective. The tradition's image is of the moment in a ritual after the purification and before the offering, when sincerity is at its highest and nothing has yet been done. The reading asks you to look, honestly, at the whole situation and at yourself, and to understand that you are also being watched.
Where it goes: 59 Dispersion
Wind over water dissolving what has frozen: egotism, rigidity and division scattered, and people gathered again around what is sacred. Water below, wind above: wind moving over water, breaking up the ice and scattering the mist. Dispersion describes the dissolving of what has hardened: selfishness that separates people, blockages in feeling, factions in a group. The tradition's judgement is that the king approaches his temple, that it furthers to cross the great water, and that persistence furthers. The dispersion of division is followed by a gathering around something shared and sacred. The reading says the time is for dissolving what divides, in yourself first, and that large undertakings become possible once the ice has broken.

A narrow, partial view of a large thing, from a sheltered position. It is adequate for a limited role and inadequate for anyone who has to act in the world. The line names the limitation without contempt. Recognise that your view is partial before you act on it.
What is changing. The situation of Contemplation is moving toward Dispersion. Take the wide view, examine yourself honestly, and act only once you have seen the whole. As the change completes: Dissolve what divides, beginning with your own rigidity, and gather people again around what is shared.
