First, the answer
An 'astrology number chart' almost always means a numerology chart, which is a separate system from astrology. It derives numbers from your birth date and the letters of your name: the Life Path from the date, and the Expression, Soul Urge and Personality numbers from the name. A second tradition, the Lo Shu grid, arranges your birth digits in a three-by-three square to show which numbers repeat and which are absent. All of it is arithmetic, exact, reproducible, and carrying no evidence that the results mean anything.
Numerology is not astrology
They get bundled together and they have different foundations. Astrology reads positions of physical bodies. Numerology reads numbers derived from a date and a name. Nothing in the sky is involved.
That difference counts in one specific way: numerology depends on conventions humans chose. Which alphabet, which spelling of your name, whether you use your birth name or current name, and which letter-to-number mapping. Change any of those and the answer changes. A planet's position doesn't care what you're called.

How the Life Path is calculated
Add every digit of your birth date, then keep reducing until you reach a single digit, with one exception.
For 14 March 1998: 1+4 = 5, 3, and 1+9+9+8 = 27 → 2+7 = 9. Then 5 + 3 + 9 = 17 → 1+7 = 8.
The exception is the master numbers 11, 22 and 33. If a total reduces to one of those, the tradition stops there instead of reducing further. That is a convention instead of a discovery, and schools disagree about whether 33 counts, which is a helpful reminder that the rules were decided, not found.
The Lo Shu grid
The second thing 'number chart' can mean, and the more visual one. The Lo Shu is a three-by-three magic square from Chinese tradition, in which every row, column and diagonal sums to fifteen.
For a birth chart reading, the digits of your birth date are placed into the grid, and the reading comes from which numbers repeat and which cells are empty. Most modern astrologers read a missing number as something to develop; a repeated one as an emphasis.
It needs noticing what this shares with the elemental logic of BaZi, both read absence as meaningful rather than only presence. It's also to notice that the grid has only nine cells and a date has eight digits at most, so gaps are guaranteed for everyone.
What to make of it
The arithmetic is exact and anyone can check it, which puts numerology ahead of a lot of divination on transparency. What it doesn't have is any evidence that the resulting number describes a person, and the name-dependence is a genuine problem: a system in which changing your surname changes your character is making a claim most people would reject if it were stated plainly.
Used as a reflective prompt it's harmless and occasionally sharp.
