Tobias Asser (born April 28, 1838, Amsterdam, Netherlands; died 1913), was a Dutch lawyer and legal scholar. Asser served as President of the Institut de Droit International and Minister of State. Asser's honours include Nobel Peace Prize, Honorary doctor of the Humboldt University of Berlin and Honorary doctor of the University of Bologna.
